Future waste treatment policy and waste bio-energy transforming programme

This main job of this project included analyzing the output and quality of the garbage, tracking current development and future perspectives of the garbage treatment plant, researching the foreign regulation and the garbage disposal technology, discussing the current problem of garbage treatment, planning the policy of waste treatment in the future for waste recycling and biomass energy, and grafting the policy of Household Waste Treatment Solutions. It also had eight strategies which were Waste Reduction and Classification, Executive Agencies in Reinforcing Resource Recycling, Bulk Wastes Recycling and Reuse, Food waste Recycling and Reuse, Improving the Treatment of Human Waste, Maintaining the Efficiency of Refuse Collection Vehicles, Improving the Disposal and Amount of Biomass Energy, and Maintaining the Basic Needs of the Ultimate Disposal for the long term policies. For the guidelines of garbage treatment plant, this project suggested the first priority way was upgrading and making on the life extension of incineration plant, then referencing the existing technology form foreign to effort the “Biomass Energy from Organic Waste” with providing sustainable supply and reducing carbon emissions. Depending on the different scenarios for the six metropolitan areas, this project proposed the priority setting and suggestion for the strategy of “Biomass Energy from Organic Waste”. By the strategy, it made the feasibility study from technology, environment, and economy and drafted the guidelines to provide the reference for the local government.
